Job description

Department: Data Management Office

Job purpose

The Specialist, Data Lineage exists to establish and maintain reliable traceability from authoritative sources through transformation and storage to reports, regulatory outputs and analytical products. The role develops lineage records, validates automated and manual lineage, maintains evidence and performs impact analysis in accordance with approved lineage standards. The Manager, Master Data & Metadata remains accountable for the lineage capability and standards. Data Owners remain accountable for confirming business meaning and domain lineage; the specialist provides the analysis, coordination and assurance required for those decisions.

Key responsibilities

  • Build and maintain business, system, table and column-level lineage, starting with regulatory submissions and CDEs, then management reports, priority domains (Customer, Product), analytical products and AI data flows.
  • Analyse SQL, stored procedures, ETL/ELT mappings, pipeline code, job schedules and report logic to document how data moves and changes, including joins, filters, business rules, aggregations and adjustments, especially where automated scanners cannot parse the logic.
  • Validate harvested and manual lineage against actual production flows; recertify lineage for CDEs and regulatory reports on a defined cycle and after every material change.
  • Log lineage gaps, undocumented transformations, broken dependencies and inconsistent mappings in a gap register, assign each to an accountable owner and track to closure.
  • Define the lineage standard (scope, level of detail, notation, minimum evidence, update triggers) with Data Architects, Owners and Stewards for approval through the data governance forum, and embed lineage checks into project delivery and change management so new or changed data flows have validated lineage before go-live.
  • Provide upstream and downstream impact assessments for proposed changes to systems, schemas, interfaces, ETL jobs, data models and reports, naming affected reports, controls, owners and required remediation, within agreed timelines.
  • Support root-cause analysis of data quality, reconciliation and ETL incidents by showing where figures are sourced, transformed or altered, working with Data Operations and the Data Governance & Quality Unit.
  • Link lineage to business terms, CDEs, authoritative sources, owners, stewards, classifications and controls, working with the Specialist, Metadata; define harvesting requirements and test scanner outputs, while the Specialist, Data Catalog Administrator operates the scanners and publishes validated lineage.
  • Provide lineage diagrams, source-to-target mappings and validation records for Bank of Tanzania reporting, internal and external audit, and trace personal and sensitive data flows to support PDPA obligations, DPIAs, data sharing and retention controls.
  • Report lineage KPIs (CDE and regulatory-report coverage, validation status, open and ageing gaps, stale maps, impact-assessment turnaround) to the Manager, and train stakeholders to read and use lineage.
  • Establish and maintain end-to-end lineage from source transactions and authoritative systems, through interfaces, CDC/replication, ETL/ELT transformations, staging and data warehouse models, to semantic layers, dashboards, management reports and regulatory submissions. Document the business rules, calculations, reconciliation points and dependencies required to explain how reported figures are derived.

Qualifications

and experience

  • Bachelors degree in Computer Science, Information Systems, Software Engineering, Data Management or a related field.
  • Professional certification in data management, such as Certified Data Management Professional (CDMP), DCAM certification, a lineage/catalogue platform certification, or a data engineering certification, will be an added advantage.
  • Minimum of 3 years of relevant experience in data management, data engineering, data integration, business intelligence, data architecture, or a closely related discipline.
  • Advanced SQL skills with the ability to read and interpret stored procedures, ETL/ELT mappings (e.g., ODI), pipeline code, and BI report logic (e.g., Power BI/DAX, SSAS), as well as basic scripting skills (e.g., Python) for parsing code, validating lineage, and troubleshooting metadata ingestion.
  • Hands-on experience with lineage or catalogue tools (e.g., Microsoft Purview, Manta, Informatica, Collibra, Ataccama, Alation), including manual lineage curation where automated scanners fall short, and experience with enterprise data lineage or data catalogue platforms, including validation and manual curation of lineage where automated discovery is incomplete.
  • Demonstrated ability to prepare source-to-target mappings, data flow diagrams, impact assessments, conduct lineage walkthroughs for business, audit, and technology stakeholders, and trace data across source systems, transformation pipelines, data warehouses, and reporting solutions.
  • Strong analytical rigour, attention to detail, and communication skills, with the ability to analyse complex SQL, ETL/ELT logic, data mappings, report calculations, trace figures, identify data breaks, and clearly explain technical data flows to diverse audiences.
  • Knowledge of DAMA-DMBOK2 Metadata Management and Data Integration & Interoperability, with working knowledge of Data Quality, Data Modelling, Data Governance, and EDM Council DCAM data and technology architecture and data quality capabilities.
  • Knowledge of data lineage concepts, including business and technical lineage, source-to-target mapping, column-level lineage, automated harvesting and stitching, impact analysis, and data integration and architecture concepts such as ETL/ELT, CDC/replication, event streaming, APIs, operational systems, data warehouses, and lakehouses.
  • Knowledge of BCBS 239 principles for risk data aggregation and reporting, banking products and how financial and regulatory reports are derived from source transactions, T24 data structures, and the Personal Data Protection Act, 2022.
